Walter Partners is made up of a team of experienced consultants led by Don Walter and Len Withers.

 


Don Walter has had over 30 years general accounting, financial and corporate governance experience. Prior to commencing in practice Don was employed by Ernst & Young and Deloitte Ross Tohmatsu as a Senior Manager. He commenced his own practice in 1991 and WalterTurnbull in 1992. He commenced Walter Partners with Len Withers after WalterTurnbull was acquired by PwC in 2010. Don is a fellow of the Institute of Chartered Accountants in Australia, a member of the Institute of Internal Auditors, a former councillor of the ACT Division of the Institute of Chartered Accountants, a former councillor of the NSW State Council of the Institute of Chartered Accountants, a former national Director of the Institute of Chartered Accountants, a member of the CPA Australia and a former member of the Advisory Committee of the National Centre for Corporate Law and Policy Research.

Don’s experience is predominantly in the fields of audit and assurance, governance, probity, costing, financial viability, risk analysis and financial services. He has worked on a wide range of clients in both the public, private and community sectors.


Len Withers holds Bachelor degrees in both Engineering and Law and is a Barrister and Solicitor and accredited Mediator.

He is qualified as a professional engineer and has worked in that capacity in the UK and Australia.  Len spent over 20 years in the health industry, his last position being CEO of an 800 - bed, acute care, metropolitan teaching hospital.  Although admitted as a legal practitioner in 1976, Len did not take up practice until 1997 at which point the concept of probity in Crown procurement arose.

Following a 25 year career in the Commonwealth and ACT Administrations (14 years at the level of Senior or Chief Executive) he moved into consultancy in February 1996.  Since that time he has been predominantly engaged by Commonwealth and NSW governments and agencies in various roles of probity advising and tender management.

Currently Len is the probity advisor to a large number of government departments including the Department of Health & Ageing, The National Capital Authority, Medicare, and, in NSW, the NSW Department of Services, Technology and Administration, Parks & Wildlife and RailCorp. He is a permanent member of the National Capital Authority Tender Board.  Len has just completed a two year appointment as probity advisor to the Australian Taxation Office in their multi-billion dollar ICT sourcing project. He has been probity advisor to more than fifty major projects including construction and IT projects as well as service-oriented procurements.
